John Steeles are the Super Agents of the combined forces in Evil Genius 2.
Description[]
John Steeles bear a striking resemblance to the original John Steele in facial structure. Their appearance varies. From wearing an orange jacket with a gold belt along with blue swim trunks, orange flippers, and a snorkel, to wearing a white suit with a rose. Rarely a John Steele will appear in a blue suit with a bowler hat, and purple tie. On occasion a red headed Jane Steele can appear. They wear a suit similar to John Steele.
John Steeles never speak besides making sounds of pain when defeated or injured. All John Steele's are former agents of the forces of justice, trained and molded to behave like the original John Steele in tactics, combat, and skill.
Behavior[]
In place of John Steele, Penny Foxworth will appear on the map and monitor territories on the world stage. Being with the combined forces, Penny can appear anywhere on the map. Should the player do any schemes in a region with Penny, she will take note and monitor your minions. Should the scheme finish, Penny will begin to deploy a John Steele to attack the lair. The player can disrupt the attack with a scheme on the world map to buy themselves more time before the assault.
The John Steele will arrive from the back of the lair if possible, but on occasion, he will enter through the cover operation. He will slowly make his way into the lair. Upon arrival, John Steele will kill any minions who try to harm him. if they attempt to distract him, the minion will desert immediately after the animation finishes. He will first resort to the use of his pistol, which can easily kill a minion in one bullet. However, should he be forced, he will fist fight if needed. Due to his high skill level, John Steele can disable any trap with ease, rendering traps ineffective against him unless the player manages to sap his skill. Unlike other super agents, John Steele's can be killed, and even captured and interrogated. However, the victory is short lived as Penny Foxworth will appear on the map later ready to deploy another John Steele to disrupt the player's plans.
Storyline[]
The player can work to disrupt and dismantle the Steele program throughout a series of quest.
An Unbreakable Bond -> Steele Magnolia's -> Cunning As Foxworth -> The Melting Point Of Steele

In An Unbreakable Bond, Penny Foxworth introduces herself and claims that the Steel Program will be the death of the genius. The genius simply brushes it off as a project trying to replicate a dead man. The player must then complete an objective to ignore John Steele on the world stage. Afterwards, a John Steele will come and visit the player through the cover operation. The player must dispose of them. Afterwards The genius mocks Foxworth saying their agent did poorly. Foxworth brushes it off and claims another agent will take his place.
In Steele Magnolia's, The genius realizes they need to desecrate John Steele's legacy to damage the Steele program. The player must complete three schemes on the world map to proceed. Upon doing so, the player must complete research on Penny Foxworth in order to understand what they have been up to. After which, you need to lure a John Steele to the lair from the world stage by any means, be it luring one with a lure scheme, or just a standard scheme in any region Penny is waiting. Not long after, John Steele will arrive at the Lair, however, he will bring Atomic Olga, and some soldiers. The player must Neutralize them to continue. Upon doing so, Penny questions why you are destroying his legacy. The genius replies that is was simply bait. From that point on, Ms. Foxworth claims that they have only made so much progress because they have gone easy on them.
In Cunning As Foxworth, the Genius is gloating over Foxworth when she states that she has hacked into their network and learned of their operations. The player must deal with 4 schemes across the map. At the same time, several small schemes will pop up where the Steele Program will attempt to drain money on the player costing them funds. They can either deal with them and prevent funds loss at the cost of workers and technicians, or allow them to succeed and loose money. After dealing with the threats, Several John Steele trainees will attack the lair. The player must kill five of them to progress. Upon killing them, the player must attract and kill them with another lure mission. Upon defeating the John Steele, The genius says that Foxworth should be aware that they will give them their all in the next encounter. Unfortunately, Foxworth says the same.
In The Melting Point Of Steel, The player must finally dismantle the Steele Program. First the player must research the weakness of John Steeles in the lab. After which, they must fire the doomsday device in the western H.A.M.M.E.R territories. After which a single John Steele Agent will arrive. Upon their death, a Siege of John and Jane Steele's begins. The player must kill a total of 12 Steele agents to finish the mission. Should the player do so, all the remaining Agent Steele's will retreat. Upon confronting Foxworth, she claims she will rebuild the Steele program. But without her John Steele's, The genius will state that they are no longer a threat. Afterwards the Steele Program will Dissolve, and the player can then pillage the world map without the fear of a John Steele raiding the base.
Should the player have neglected to destroy the Steele Program by the final mission, several John Steele will attack the base at the end of the game to try and stop them from dominating the world.

- Mocking a John Steele clone as Emma unlocks the "Old Friends" achievement.
- The names "John" and "Jane" are often used to label individuals who choose to be anonymous or if their names are unknown, or if people are spoken of in a nameless and general manner. They may also be referred to as "John Doe" and "Jane Doe".
- Blue Saint and the The Steele Program is currently the only non-recruitable Super Agents.
- The mission name "An Unbreakable Bond" is most likely a pun on James Bond, British Film Series and fictional character.
